THIRD ORDINARY SESSION OF THE FIFTH PARLIAMENT

(PAP) – OCTOBER 07 TO 18, 2019

 

INTRODUCTION

 1. The information contained in this Guide is for the benefit of the Bureau, Parliamentarians, Support Staff, Diplomatic Representatives stationed in the Republic of South Africa, the Commission of the African Union, and any other persons involved with the work of PAP.

  

DATES FOR THE SESSION

 2. The Third Ordinary Session shall commence on 07 October 2019 and end on 18 October 2019. All the sittings and meetings shall take place at the precincts of the Pan-African Parliament. The Draft Agenda for the Third Ordinary Session of the Fifth Parliament is hereby attached as Appendix 1. Copies shall also be distributed for Members upon arrival.

    

VENUE

 3. The Precinct of the Pan-African Parliament is situated next to Gallagher Convention Centre, on 19th Richard’s Drive, Midrand, Johannesburg, Republic of South Africa. 

 

 

REGISTRATION

 

  1. Parliamentarians and support staff shall be required to register by completing the Registration Form attached hereto and marked “Appendix 2.

 

  1. Completed forms must be emailed to the Office of the Clerk, no later than Friday 27th September ,2019 and must be submitted under a formal covering letter from the National Parliament or a Diplomatic Note from that states’ diplomatic mission. Each Member or staff must complete a separate form.  This information will inform protocol and transportation arrangements. 

 

  1. All guests invited to the Opening Ceremony should also complete the registration and travel form (Appendix 2) and email the forms to the Office of the Clerk.

 

 PROCEDURE FOR ACCREDITATION

 

  1. All Members, support staff, guests, visitors and the media fraternity must be accredited on arrival at the Parliament. Accreditation shall take place at the Accreditation Centre which is situated at the gate adjacent to the precincts entrances of the Parliament. 

 

  1. No person shall be accredited without a Diplomatic Note or a letter from his/her National Parliament. Members of the media shall be required to produce proof of their status. The early submission of Diplomatic Notes and registration and travel forms will facilitate accreditation.

 

  1. The Accreditation Centre shall be opened between 8:30am and 17:00pm one week prior to the commencement date of the Session and for the duration of the Session.

 

 ACCOMMODATION

 

  1. The Protocol Section of the Pan-African Parliament shall assist Members and staff with accommodation arrangements. The accommodation establishments listed in Appendix 3 and where possible, have been block-booked. Members and support staff are responsible for their accommodation and may book accommodation directly. Contact details have been provided in Appendix 3.

 

 TRANSPORTATION

 

  1. The Government of the Republic of South Africa, i.e. the Host Country shall be responsible for providing transportation during Sessions. Transport from the OR Tambo International Airport to any of the accommodation establishments listed in Appendix 3 shall be provided one day prior to the commencement of the Session and one day after its end. Transport from any of the accommodation establishments listed in Appendix 3 to the OR Tambo International Airport shall be provided at the end of the Session.

 

  1. During the Session, there shall be regular shuttle services between the accommodation establishments mentioned in Appendix 3 and the precincts of the Parliament.

 

  1. To facilitate transport arrangements to and from the OR Tambo International Airport, registration and travel forms must be submitted to the Office of the Clerk no later than Friday 27th September 2019. If this is not received in time, it may negatively affect the transportation plan.

 

  1. Additional transport may be hired at Members’ own expense. Rental vehicles are available from the OR Tambo International Airport and in Midrand at car rental companies. Requests may also be made to the hotels to arrange same. Delegations requiring additional chauffer-driven vehicles can arrange this through car hire companies.  If transportation is required outside of the transportation grid, it is classified as private and Members are therefore required to pay for these services. Vehicles for hire will be available at the Parliament Precincts during the Session.

 

 SECURITY

 

  1. The Government of the Republic of South Africa shall be responsible for overall security throughout the duration of the Session and Meetings.

 

  1. All airport shuttles as well as scheduled shuttles between the hotels and the precincts of the PAP shall be provided with security escort.

 

  1. There shall be visible policing at the designated hotels as well as increased Police presence in the Midrand general area during the period.

 

 PROTOCOL ARRANGEMENTS ON ARRIVAL AND DEPARTURE

 

  1. The Protocol Section of the PAP shall provide protocol services to Members on arrival and departure at OR Tambo International Airport.  Protocol officers will be identified at the PAP immigration counter and Members will be received by Protocol Officers at the PAP DESK stationed at each terminal gate.

 

 IMMIGRATION

 

Visas

 

  1. All visitors to the Republic of South Africa must hold valid passports.  Citizens of countries that require visas to South Africa should obtain these beforehand at the appropriate South African Diplomatic or Consular Missions. 

 

  1. It takes approximately ten working days to process a visa application.  Applications should be accompanied by the necessary visa fees in respect of countries whose passport holders are subject to visa fees. 

 

  1. If there is no South African Mission in the country of origin, the Home Affairs Department

of the Republic of South Africa will assist upon arrival.  Failure to have a valid visa where there is a South African Mission in a Member country of origin may result in entry into South Africa being denied or the passport holder being liable for a hefty fine.

 

 

MEDICAL AND HEALTH SERVICES

 

Health Requirements

 

  1. All visitors to South Africa who travel from or through yellow fever areas, as designated by the World Health Organisation, must possess valid certificates of vaccination against Yellow Fever.

 

  1. There will be a control post upon arrival at OR Tambo International Airport to ensure the validity of these vaccinations. Participants failing to provide proof of vaccination will be required to submit proof of vaccination prior to entry into the country. Participants may be deported in failing to provide proof of vaccination.

 

 

 

Medical Services

 

  1. A clinic is available for immediate intervention in primary health care at own cost. The

hotels in Midrand also have doctors on call at a cost to participants.  Emergency medical care is available at own cost.  Members and support staff not covered by the PAP are advised to obtain medical insurance before departure to South Africa.

 

 

  1. There will, however, be an Emergency Management Services Desk within the Precincts of the PAP.

 

 

GENERAL INFORMATION

 

Airport

 

  1. The OR Tambo International Airport is an average of 30km from Midrand. Banking, restaurants, car rental, mobile phone and fixed line services are available on site.

 

 

Banking Services and Currency

 

  1. Banking hours are from 09h00 to 15h30 on weekdays and from 08h30 to 11h00 on Saturdays.

 

  1. Banking amenities are available at Gallagher Estate and most banks have cash dispensing machines accepting Visa, Mastercard and American Express. Bureau de Change facilities are available. Exchange rates are subject to fluctuation.  The unit of currency in the Republic of South Africa is Rand (R) that is divided into 100 cents. 

 

  1. There is no limit on the amount of foreign currency that may be imported into South Africa by individual non-residents, provided it is declared on arrival to facilitate the exportation thereof on departure.

 

 

Climate and Clothing

 

  1. During the months of October to April, South Africa experiences its Autumn and Summer seasons. Temperatures in Midrand may range between a minimum of 10ºC and a maximum of 33ºC. Warm garments for cooler evenings are advisable in all seasons. 

 

 

Time

 

  1. The time in South Africa is GMT +2.

 

(i)         The country and city codes on a land line are as follows:

Johannesburg:            + 27 11 followed by the 7 digit number

Pretoria:                      + 27 12 followed by the 7 digit number

 

(ii)        Mobile Numbers: + 27 followed by the 10 digit number (without the first zero)

 

 

Electricity

 

  1. The power supply in South Africa is 220v AC, 50Hz. Electrical sockets are rounded and three pronged.

           

 

Postal Services

 

  1. Services are available at all hotels in Midrand and at PAP.

 

 

Licenses/ Permits Drivers

 

  1. Drivers must have valid driving licenses, which carry a photograph of the holder and either printed or authenticated in English. South Africa recognises international driving permits issued under the 1949 Convention on Road Traffic.

 

 

Business and Shopping Hours

 

  1. Offices and businesses are generally open from 08:00 to 17:00 o’clock, Monday to Friday. Shopping hours vary, but most shops are open from 09:00 to 17:00 o’clock, Monday to Friday, and from 09:00 to 13:00 o’clock on Saturdays. Some shops are open on Sundays between 09:00 hours to 13:00 hours.

 

 

Value-Added Tax

 

  1. Value-Added Tax (VAT) is charged on most goods and services. Exceptions exist when purchasing in duty-free shops at international airports. The current rate is 15%. VAT may be reclaimed on presentation of the goods and tax invoices prior to departure of OR Tambo and other International Airports.
