The PAP Research Library provides impartial research and informations services. Its main users are the PAP Members and staff. Researchers from outside may also be provided with access to the Library services.

The PAP Research Library vision is:
An authoritative source of information and leader in the provision of information on the African continent, development and integration.
Mission of the Parliamentary Research Library
To contribute to the realisation of PAP objectives through provision and facilitating access to various information resources by adopting state of the art information technologies, knowledge management techniques, knowledge sharing and delivery practices.
Historical Development of the Parliamentary Research Library
The Research Library of the Pan African Parliament is relatively young and its development began in 2008. The need and intent to develop a research library and information service for the Parliament lies in the imperative need to:
Ø Update and deepen the knowledge and skills of the Members of Parliament through provision of access to knowledge resources, digital repositories, and providing access to other specialized information services.
Ø Strengthen the research capacity of the Parliament;
Ø To provide the citizens of Africa with access to information about the activities of their continental Parliament. Thereby enabling the citizens to follow, and contribute to debates and discussions on the issues facing the people of Africa.
Currently, the Library has built a collection of resources which include print, CDs, Videos, and electronic resources.
The Library may be used by researchers from outside with special permission.
